Основой разработки стратегии является концепция, появление которой невозможно без концептуализации соответствующей деятельности. Нуждается в концептуализации и сама человеческая деятельность, поскольку человек не может осуществлять ее, не изменяя и не уточняя каждый раз соответствующую систему понятий — то есть не формируя научное знание о предмете своей деятельности (и о самой деятельности как о предмете исследования). Важнейшим этапом в этом процессе становится институализация знания в форме научных школ.

Данная статья представляет собой краткий обзор истории формирования когнитивной и институциональной сфер погранологии как науки о безопасности мира пограничного. Авторами изложено также их видение развития погранологических исследований и дальнейшего укрепления школы погранологии.

The basis of the strategy is the concept, the appearance of which is impossible without the conceptualization the activity in question. However, human activity is itself in need of conceptualization, because person cannot implement it without changing or updating every time a corresponding system of concepts, i.e. without generating of scientific knowledge about the subject matter of his work (and about the activity itself as the subject of study). Most important stage of this process is the institutionalization of knowledge in the research schools form.

This article provides a brief overview of the history of the formation and development of cognitive and institutional spheres of ‘pogranology’ (a kind of Border Science) as the science about security of the ‘world of boundary’, namely, as a scientific discipline (science) that studies the nature, the laws and regularities of such socio-political phenomenon, as a border activities in its own and over a wide sense as a set of actions, interactions and relationships to safeguard and protect the interests of individuals, society and the state in border spaces. In such understanding the term ‘pogranology’ entered the scientific turn in 1993 by the 1^st interdepartmental conference on safety and of protecting of the State border of the Russian Federation in the new environment. We may assume that from this time intensive attempts to combine relatively disparate departmental investigation into a single synthetic social science were started. Today we can already speak about the prevailing research school of frontier security science, which is formed by several generations of scholars and practitioners, as well as about the expansion of the scope of the science research. Now it is wide interdisciplinary researches in all areas of knowledge, that ever have contributed, and (or) could contribute to the development of knowledge about the border space.

The authors present their views on the development of frontier research and the further strengthening of the scientific school of pogranology (Border Science), and invite the scientific community to discuss theme of the border space.
